This is how the ACM wants to use the Dutch power grid smarter

The Consumer & Market Authority (ACM) wants to use the Dutch power grid smarter and address grid congestion issues with a series of measures. These initiatives aim to connect businesses that are flexible with their energy consumption more quickly, thus easing pressure on the power grid.

Prioritisation of Applications

Traditionally, network operators apply the ‘first come, first served’ principle when processing connection requests. The ACM is now introducing the possibility to deviate from this principle in specific cases. This means that applications from socially crucial institutions, such as schools, hospitals and services that contribute to reducing grid congestion, can be given priority. However, applicants must demonstrate that they meet certain criteria to qualify for this prioritisation.

Connection periods for large consumers

For large consumers, new agreements have been reached on the time limits within which connections must be realised. Depending on the complexity and specific circumstances, a maximum period of up to 52 weeks now applies. This clarity enables both applicants and grid operators to go through the process more efficiently and systematically.

Congestion management research

In areas where the power grid is congested, grid operators conduct congestion management studies to identify available capacity and flexibility. The ACM states that such studies should be completed within 12 months for off-take connections and within six months for feed-in. This should contribute to faster decision-making and more efficient use of the grid.

Optimisation of Contract Capability

In addition, grid operators are given the power to adjust contracts when it appears that the contracted capacity is not being fully used. This means that unused capacity can be freed up for other users, making better use of the power grid and reducing waiting lists.

Conclusion: use power grid smarter

These measures by the ACM are aimed at using the existing power grid more efficiently and flexibly. By prioritising certain requests, setting clear connection deadlines and freeing up unused capacity, the aim is to reduce the challenges of grid congestion and connect energy-flexible companies faster.
